   Actually, there is no standard symbolic meaning of gifting a teddy bear. They all vary based on the situation and person. A male could gift it to a female to show he is interested in her on a more romantic level, or a person could gift is to someone ill as a symbol of their wishes to get better soon. I suppose it could be just a symbol of your love for that specific person.

 
 

     
 
    But, for me.. i think when someone give you a teddy bear as a birthday gift its so... sweet. Its show that the person who give it are really caring and loving person. and that's a really sweet. 
 
 
    Because i love teddy bear. I like to hug them. And i hope someone could give me as my birthday gift next time. I will bring it to my bed and sleep together :D haha (dream of)
